Antrim and Newtownabbey has the lowest overall average rates increase, of all NI Councils, since 2015.

Rates Information 2019

At a special council meeting on 11 February, the Council agreed its District Rates, which come into effect on 1 April 2019. This year, commercial and domestic ratepayers will see a below inflation rise of just 0.99%. The increase for 2019/20 is equivalent to around an extra £3.92 on an average domestic property valuation of £112,000. Since the new Council’s term began in 2015, Antrim and Newtownabbey have had the lowest rates increase of all of Northern Ireland. For the first three years, Newtownabbey residents had a rates freeze and Antrim residents had a year on year reduction in their rates. The setting of the 2019/20 rates has been challenging given the inflationary pressures within the economy, balanced with maintaining high levels of service delivery. Mayor of Antrim and Newtownabbey, Councillor Paul Michael commented,

“Given the challenging pressures within the current economy, the Council is still committed to a number of capital development programmes which you will see across the Borough. These include:

The Gateway Centre at Antrim Loughshore;

A Skateboard Park at V36;

Major improvements at Lilian Bland and Rathcoole Playparks;

Refurbishment of the Fitness Suite at Six Mile Leisure Centre

Refurbishment of the spa facilities at the Valley Leisure Centre.”

He continued

“Meticulous financial planning will also allow us to invest in strategic projects which will be linked to job creation in the Borough through combined opportunities such as Belfast
Region City Deal and Heathrow Hub”.

The District Rates which are to be levied on rateable property within the Antrim and Newtownabbey Borough Council area for 2019/20 are as follows:

Domestic Property 0.3578 pence in the pound

Non-Domestic Property 24.9260 pence in the pound

The district rate for Antrim and Newtownabbey Borough Council pays for a wide range of services and facilities including:

Refuse collection and disposal
Street cleansing
Leisure centres
Parks
Economic Development
Tourism

Regional Rate

The Regional Rate, the portion of all Rates bills, which is determined by the Northern Ireland Assembly and is the same across all Council areas, has yet to be set. This pays for services such as:

Education
Emergency Services
Water and sewerage
Hospitals
Roads
Social Services and Community Development

Domestic Rate

This is a rate for household and all residential properties, with bills based on the capital value of your home.

Business Rate

Business rates are a rate for all non-domestic properties, such as offices, factories and shops, with individual bills based on the rental value of your property.

Your rates bill is made up of two parts, the regional rate and the district rate and is issued by Land & Property Services.

Revaluation of non-domestic rates

Land & Property Services (LPS) is revaluing all non-domestic properties in Northern Ireland for rates. A new Valuation List will come in to effect on 1 April 2020 based on rental values as at 1 April 2018.
